Bias is the diagonal direction of the fabric – seen as 45 degrees from grain line/selvedge. This gives the bias band a little bit of elasticity, this insure a nice fit around curved lines. No flare – but a flat look.

Bias band is narrow strips of fabric cut on the bias, used for covering the raw edges of curved neckline, armholes or used as trimming.
